"shifted' is the key word that needs to be considered while answering the question
from and to represents two ends of range there first blank must be dissimilar to endorsement and the second blank must support the explanation or elaboration of the firt blank
A,D are therefore the perfect choices

Can anybody please explain this? I thought the first blank will be opposite to "worthwhile, stable institution"

It should be the opposite of endorsement! Which is why A is the answer. censure means denounce someone. If you still didn't get it, let me know.

This piece of information means that something changed overtime


from general endorsement of it as a worthwhile, stable institution to wide spread

from good to bad. Therefore, here we need a word that indicates something bad and the only among A,B, and C is A. B and C are out of scope

From stable institution to censorship

(i) _______ it as an oppressive and bankrupt one whose (ii) _______ was both imminent and welcome.

However, this negative thing would come to an end soon.

Imminent is the key word for the second blank.

Ask if something is still unclear.
