The correct answers are C, E, and I.

In the first sentence, the overall tone is constant. We want to pick a word that supports the fact that he has been "industry-friendly". The correct choice is (C).

In the second sentence, we can see that there is a contrast, as he "announced the creation of a large environmental preserve". We want a word that expresses this. While debilitating seems like a good choice, it means to weaken. Arresting on the other hand, means striking, or eye-catching, which is a better overall choice. The correct choice is (E).

Finally, the last sentence uses other adjectives to provide context of what word should follow. Because the observers are "astute", it means that they were able to see why he did what he did. He was not ingenuous (innocent and unsuspecting) or uncouth (lacking good manners, refinement, grace), but opportunistic. The correct choice is (I).
