Due to high jet fuel costs, airline carriers are looking for new ways to increase revenues and thereby counteract declining profits. Airline A has proposed increasing the number of passengers that can fit on its airplanes by creating several standing room only “seats” in which passengers would be propped against a padded backboard and held in place with a harness. This proposal, since it relates to passenger safety, cannot be implemented without prior approval by the Federal Aviation Administration.

Why is (A) the answer for this question and not (C)?

We have to keep in mind the savings from the additional seats versus the passenger's security.

This proposal, since it relates to passenger safety,

D confronts the revenue of the additional seats versus the saving of the fuel costs.

I suggest you read very carefully the stem.

I picked C, and then I realized it was wrong because the fact that they would not take it far enough to be submitted for approval to the FAA until the research and projections show that it will generate enough income to offset the rise in fuel costs. So, assuming that they can make enough to offset the high price of fuel, they need to make sure they can still make it profitable even after modifying it per FAA regulations and recommendations. That was my thinking.
