9 million -> 13.9 million,
%change =(4.9*100)/9
approx 55% (option B)

Could someone explain why A & B are both correct ?

The total enrollment increased form 9 million to 13.9 million.
%change = (13.9-9)*100/9 = 490/9 = 54.4%
Approximating the result to match with given options, we can choose option B.
