(A) This could mean that lobbyists are more interested in incumbents, but it could also mean that challengers are just lazy and don't respond to lobbyists' requests. We'll never know.

(B) Whoa, 98% is a huge percentage! This confirms that incumbents have some kind of an advantage.

(C) Does this mean that they have an advantage over challengers? No, it doesn't support the conclusion.

(D) This weakens the conclusion, placing challengers and incumbents on the same footing.

(E) This confirms that incumbents think they have an advantage, but it doesn't say that they actually do.
