1. Regarding the alleged value of the expert opinion, one needs to do something. It can be logically consult some records. Hence, the first blank should be "consult". There is no point distributing or retaining government records to verify something.

2. To estimate or verify something, one needs a strong evidence and not controversial / questionable or circumstantial evidence. Only "strong" fits here.

Those are the only two choices that would make sense in the sentence.

If you are looking for evidence to debunk any idea, then they have to be sound. Hence, strong is the answer. Circumstantial and questionable have negative meanings. You would need to refer to the evidence to support your theory. So, consult is the only answer that can be picked from the first column.

why not evaluate for first blank and problematic for second ....option not given here but given in ets bigbook
