Any buyer of a new sports car has to pick between 2 of 5 options for seat colors and 3 of 4 options for dashboard accessories. How many different combinations of colors and dashboard options are available to this buyer?

This is a combination problem. Question explicity states this so it reduces our work to figure out whether the problem is a permutation or a combination.
Now for $$2$$ of $$5$$ option for seat color gives $$5c2 = 10$$
for $$3$$ of $$4$$ option for dashboard accessories gives $$4c3 = 4$$
The mention of and in the question between seat color and dashboard acessories means the ans should be
$$10* 4$$ rather than $$10 +4$$ so $$10*4 = 40$$

Break it into stages. In the first stage 5C2 and in the second stage 4C3. Order does not matter, so 10 * 4 = 40
