Now the countries with more than \$10 billion of GDP means all quantities > of 10 which are those with the GDP between 10-20,20-100 and > 100. Therefore, the first 3 rows from the top.

However, the population < 20 million account for all the quantities < 20, so 10,5 and so on. Therefore, the column with less than 2 million, between 2-10, and 10-20.

The result is the following

so, $$0 + 0 + 0 + 1 + 1 + 0 + 3 + 3 + 3 = 11$$

Doing all this painful job, you will see the answer is D.
