To solve this problem we need to have any one of the following :

1. two sides and an angle

2. one side and two angles

This is called solving the triangle, and it can be solved for any triangle, not just a right triangle.

For an triangle to be clearly identified, we need three independent measures (length of sides, or angles,...). But here we have only two -> Not sufficient -> D.
