A tall tree can transport a hundred gallons of water a day from its roots deep underground to the treetop. Is this movement propelled by pulling the water from above or pushing it from below? The pull mechanism has long been favored by most scientists. First proposed in the late 1800's, the theory relies on a property of water not commonly associated with fluids: its tensile strength. Instead of making a clean break, water evaporating from treetops tugs on the remaining water molecules, with that tug extending from molecule to molecule all the way down to the roots. The tree itself does not actually push or pull; all the energy for lifting water comes from the sun's evaporative power.

I think the second answer does contain a fallacy, because the passage only states when the pull theory proposed without stressing the time of its origination. Precisely, the pull theory can be originated in 1700s but, it can be firstly proposed in 1800s.
The word propose defines as
"put forward (an idea or plan) for consideration or discussion by others."
Although, the word originate defines as "come into existence; take on form or shape."

Following my justifications, the answer A can be also considered a right answer.

The argument clearly state the the theory was "first proposed " in the late 1800, which means without shadow of the doubt that the theory came into the picture around that period.

From an academic standing point, when a theory is proposed means that is formed. As such, it comes to exist.

In this case, it exists since the late 1800. Therefore, A is wrong.

Notice that this question comes from the official software. So, the probabilty that a question is wrong is very small if not inexistence.
