A precinct is divided into four wards as shown. The two northern wards have exactly 30 Democrats each and the two eastern wards have an average (arithmetic mean) of 35 Democrats per ward.

According to the question there are 30 each in the two northern wards.
Now, the average of two eastern wards = 35.
Sum of the democrats in eastern ward = 70 ($$35 \times 2$$).

Now, one of them is a northern ward which has 30 democrats so the remaining eastern ward will have 40 democrats.

The remaining ward is a part of the southern wards. We cannot calculate the exact number of democrats from the given information.

It is impossible to determine the relationship as all options A,B,C are possible.

According to given info, A=30, B=30 and B+D=70. So, D=40

No info is given for C.
If c=10, the average of C&D will be 25 (which is equal to QUANTITY B)
If c=40, the average of C&D will be 40 (which is greater than QUANTITY B)
So, we can not decide.
