Actually, the question is asking you $5 = x/100 of $15

Profit = $5
Merchant's cost = $15

So, the question is asking: $5 is what percent of $15?
Another way to say this is: 5/15 = what percent?
Well, 5/15 = 1/3 = 0.333333....
So, 5/15 = 33.333333....%

We're told to round our answer to the nearest whole percent.
So, the nearest whole percent is 33%

Answer: 33
