Kudos for R.A.E

GIVEN: 7y - 3 ≤ 4y + 9
Subtract 4y from both sides: 3y - 3 ≤ 9
Add 3 to both sides: 3y ≤ 12
Divide both sides by 3 to get: y ≤ 4

This means that y COULD equal 4, in which case the two quantities are EQUAL
It also means that y COULD equal 3, in which case the Quantity B IS GREATER
