square root of 25= +/- 5

therefore D should be the correct answer right?

No I donot think so

Consider quantity A

$$4 +\sqrt{64}$$

we get 4+8 = 12

or 4-8 = -4

Now
Consider quantity B

$$9 +\sqrt{16}$$

we get 9+4 = 13

or 9-4 = +5

In both cases quantity B is greater, so option B is correct
