We can solve this question using matching operations

Given:
Quantity A: 3,960/65
Quantity B: 60

Multiply both sides by 60 to get:
Quantity A: 3,960
Quantity B: (60)(65)

Evaluate to get:
Quantity A: 3,960
Quantity B: 3,900

Better use calculator for this question as it has a direct calculation.

Agreed.
This is an old question, from a time when calculators were not permitted.
Nowadays, the test-maker might make the numbers large enough to render the GRE's onscreen calculator useless (since the calculator cannot handle integers with more than 8 digits)
