From the statement we know 14% is shipped and 86% is left which equal to 170280

if x= total no. of items
then 0.86x = 170280

or x= 198000

Now 14% * x = 0.14 * 198000 = 27720 nearly equals to 28000. That is option C

The OA is wrong. Right answer is C, 28,000.
