Rewrite as...
Quantity A: (1/12)(17)
Quantity B: (1/17)(12)

Rewrite as...
Quantity A: (1/12)(17/1)
Quantity B: (1/17)(12/1)

Evaluate
Quantity A: 17/12
Quantity B: 12/17

Quantity A is greater than 1 and Quantity B is less than 1.
