Let's use the Matching Operations approach.
Quantity A: r/t
Quantity B: t/r

Since t is POSITIVE, we can safely multiply both quantities by t to get:
Quantity A: r
Quantity B: t²/r

Since r is POSITIVE, we can safely multiply both quantities by r to get:
Quantity A: r²
Quantity B: t²

Since we're already told that 0 < r < t, we can be certain that r² < t²

Actually I think D is the correct answer. B is only correct if r is greater than 1.

Let's suppose that r is 1/2 and t is 1. 1/2/1 is 1/2, and 1/1/2 is also 1/2, so in that case C would be correct.

If r = 1/2 and t = 1, then..
r/t = (1/2)/1 = 1/2
t/r = 1/(1/2) = 2
