Explanation

Since the energy tax is based upon the number of units of nonrenewable energy consumed, and since the number of units of nonrenewable energy declined, revenues
generated by the energy tax must have declined as well. Choice A is therefore the correct answer. The passage gives no information on changes in the total amount of energy consumed, changes in the amount of energy from renewable sources that was used, or what revenues raised by the tax were used for, so all the other choices are incorrect.
