Assuming recycled newspapers were 1 million ton in 1988, the increase in 1989 over 1988 is \frac{1.79-1}{1}*100 = 79%. Then, the increase in 1990 over 1989 is \frac{2.58-1.79}{1.79}*100 = 44%.

Then, 79>44 and quantity A is larger!
